EmergencyPreparedness andCrisisManagement
DolphinEnergy has established a robust EmergencyResponse and
CrisisManagement System to ensurepreparedness for unplanned
interruptions. The company has integrated crisis and emergency
management into theQHSE&SManagement System, whereby
emergency arrangements basedonpotential risks are established,
covering all company facilities, locations, activities andoperations.
EmergencyResponsePlans (ERPs) are tested frequently, evolving to
ensure up-to-date industry best practices are incorporated. There are
specific teams and individuals assignedduties andwho are chosen
specifically for their abilities, qualifications and experience and are
trained todeal with emergency events.
In addition to the above training, a rigorous schedule of crisis& emer-
gency drills and exercises is not onlymet, but exceeded inmost cases;
these include amajor corporate-wideEmergency TrainingProgram
which is conducted, atminimum, on aquarterly basis; furthermore, a
minimumof onemajor emergency drill is conducted in each country,
and at least 2 emergency drills are carriedout on-site inRas Laffan and
Taweelahon an annual basis. Thesedrills help us to identify areas
wherewe can improve, followingdebriefs andobservations.
TheEmergencyPipeline
RepairSystem
DolphinEnergy is in thefinal stage
of a long termprocess,whichbegan
in2006, for thedevelopment of an
EmergencyPipelineRepairSystem
(EPRS) for itssubmarinepipelines
network.DolphinEnergyoperates
anexport pipeline - agloballyunique
asset due to itssize, pressure rating
and length,whichmeets30%ofUAE’s
energy requirements.
Thedevelopment of EPRS is
thereforea landmarkeffort from
manyperspectives.Recognizing the
unique technical challenges involved
andalsoDolphinEnergy’score
business focusasasingleproject gas
operator, an international contractor
wasengaged in2010 todevelopand
manage the long termoperationand
manageany intervention required to
resolveanypotential emergencies.
This includesdevelopingsolutions
toemergenciessuchasa leak in the
submarinepipelineand incorporates
thedesignof actionplansand
interventionmethods, theprocurement
and long termmaintenanceof key
tools, themanagement systems
andperiodic trainingwhichwill
need tobeconducted toensure
adequatepreparation for suchevents.
Acomprehensiveprocurement
assessmentwill beconducted in2011.
