DolphinEnergy’sagreementswith suppliersor contractors require them
toadhere toall relevant laws. Suppliersare selectedusingparticular
qualificationcriteriacarefullydrafted to suit specific requirements.
With regards to tender documentsaddressingkeyhuman rights issues,
newarticleswere introduced in2010whichclearlyoutline theprohibition
of thehiringofminorsandDolphin’spositionon favouringequal
employment opportunities inall respectsexcept for nationalization
efforts. AsGulf countries relyheavilyonexpatriate labour and
expertise, it is in thecountry’sbest interest togivepriority tohiring local
talentwhich ismore sustainable in the long-term.
With regards toother human rights issues,whichcanbeaddressed
throughDolphinEnergy’sactivities, thecompanyassessed
internal-practices related toassessingcontractor’sworker-camp
livingconditionsandenvironment-relatedpractices. DolphinEnergy
found thatworker-camp standardsare reviewedandaudited regularly,
with site-visitsbeingconducted throughout the
year, ensuring that campsassociatedwithDolphin’s
projectsmeet or exceed local law. Nocontractor
integritybreacheswere reported in2010.
With regards toenvironment-relatedperformance
expectations, all contractorsare required to submit
environmental permits, andproduceenvironmental
recordsand incidence reportswhengoing through the
biddingprocess. DolphinEnergy’sQHSE&Sdivision
alsoplaysa role inconducting informal HSEauditson
aquarterlybasisduringany significant project,while
on specifically large-scaleprojects suchas theTFP
pipeline, dailyHSE reviewsareconducted.
In2011,QHSE&Sdivisionwill alsoworkalongside
P&C inorder todefineevaluationcriteria for
contractors –whichwill not onlyencompassan
overall performanceevaluationwith regards to the
project awarded, but also theoverall sustainability
performanceofmajor suppliers. DolphinEnergy
reviewed the2010goal todeterminea target number
of reviews tobeconducted for contractor compliance,
and found that itwasnot anecessary target; instead,
themost important target is toensurecontractors
arebeingevaluatedusingkey sustainability
criteria. Inconclusion, DolphinEnergyhasdecided to
determine thepotential of implementinga sustainable
procurement scorecard in2011.
