H.E. Suhail Mohamed Al Mazrouei has held the position of the Minister of Energy since March 2013. In 2017, the Ministry expanded its portfolio to become the Ministry of Energy and Industry. It then merged with the Ministry of Infrastructure Development in July 2020 to include the Sheikh Zayed Housing Programme, and the Federal Transport Authority Land & Maritime, and became The Ministry of Energy and Infrastructure.
H.E. Al Mazrouei is Chairman of the Board of Directors of Etihad Water and Electricity, Chairman of the Board of Directors of Emirates General Petroleum Corporation, Member of the Board of Directors and of the Executive Committees of Abu Dhabi National Oil Company ADNOC and Mubadala Investment Company.

Dr. Bakheet Al Katheeri is the Executive Director of the UAE Industries unit within Mubadala’s UAE Investments platform. The platform contributes to the acceleration of the country’s economic transformation by investing in national world class champions, fostering vibrant industrial and commercial clusters, and partnering with world-class global entities.
Before joining Mubadala, Dr. Bakheet held positions at the Abu Dhabi National Oil Company (ADNOC), leading the production and facilities engineering for five of its operating companies covering all offshore operators in Abu Dhabi.
With over 20 years of diverse experience in the energy sector, Dr. Bakheet is a member of industry Boards and committees in the UAE including, Cepsa, Oil Search, Mubadala Energy and Emirates Global Aluminum.
Dr. Bakheet holds a BSc degree in Petroleum Engineering and applied Mathematics from the University of Tulsa (Oklahoma, USA) and an MSc in Environmental Science from UAE University. Mansoor Al Hamed is the Chief Executive Officer of Mubadala Energy. Prior to his appointment in February 2021, he held the position of Chief Growth Officer where he was responsible for all new business development and Mergers & Acquisitions activities at Mubadala Energy.
Mr. Al Hamed has more than 15 years' diverse experience in the oil and gas industry and across various disciplines of business leadership.

Jonathan (Jon) Newbery is President and General Manager of Occidental Oil and
Gas - UAE, an affiliate of Occidental Petroleum.
Mr. Newbery is responsible for all UAE Operations, including oversight of
the sour gas joint venture with ADNOC. He is also responsible for regional business development, Human Resources, Information Technology and Finance departments.
Mr. Newbery joined Occidental in 2004 and until recently held the position of VP International Business Development, based in Abu Dhabi. Prior to joining Occidental, Mr. Newbery worked in various technical and management positions with leading international oil companies.
Mr. Newbery holds a Bachelor’s Degree in Geology from the University of London and a Master’s Degree in Petroleum Geology from Imperial College, University of London.
Magalie Lemaire is Senior Vice President Business, Gas & Planning, TotalEnergies E&P UAE.
She started her career with TotalEnergies in 2005, and has held successive roles in
Engineering, Operations Support and Production Management in Paris, Gabon, Congo and
Qatar.
In 2016, she joined the Business Development team for TotalEnergies’ project in Uganda,
where she was in charge of Corporate planning, and took part in the local negotiations with JV
partners and the Government of Uganda to progress the common development of the project.
In 2019, she joined TotalEnergies Abu Al Bukhoosh (TotalEnergies ABK), based in Abu Dhabi,
as Vice President Transition.
Lemaire holds a degree in Chemical Engineering from the Georgia Institute of Technology
and a Masters in Engineering from ENSTA Paris Tech.
Stephen Kelly is President and General Manager of 1PointFive – Europe, Middle East, Asia and Australia, and is also President and General Manager of Occidental of OmanInc. since 2016.
Mr. Kelly is responsible for all of Oxy’s Oman Operations, including oil and gas operations in Blocks 9, 27, 62 and 53 (Mukhaizna), and exploration in Blocks 30, 65, 51 and 72. Occidental is the largest independent operator in the Sultanate.

Kenneth Dillon is President, International Oil and Gas Operations – Oxy Oil and Gas, a subsidiary of Occidental Petroleum Corporation (Oxy).
Appointed in 2016, Mr. Dillion is responsible for the management of the company’s international operations, including Occidental’s key focus areas in Oman, Qatar, the United Arab Emirates and Colombia.
Most recently, Mr. Dillion served as Senior Vice President – Operations and Major Projects in 2014. He was named Vice President – Major Projects in 2011 and was promoted to Senior Vice President in 2012. Naser Al Hajri is the Senior Vice President, Operations – Southeast Asia at Mubadala Energy. He is responsible for managing the company’s operated and non-operated businesses across the region. He brings with him over 22 years’ experience, gained in diverse technical and operational roles in the oil and gas industry.
Mr. Al Hajri joined Mubadala Energy in 2011 and has held various positions from Asset Manager, Bahrain, Head of UAE Gas, where he managed the shareholder’s interests in Abu Dhabi Oil Corporation , to most recently VP Operations for the Middle East and Central Asia region.

Mr. Samir Oumer is President TotalEnergies Exploration & Production, UAE and TotalEnergies Country Chair in the United Arab Emirates, a position he has held since August 2023.
During a company career spanning more than two decades, Mr. Oumer has served in several leadership positions. Most recently, he held the position of TotalEnergies Country Chair in Algeria.
Between 2018 and 2021, Mr. Oumer was based in Singapore and working in the company’s downstream activities as Vice President Strategy, Development and Supply, Asia-Pacific & Middle East.
Prior to that, Mr. Oumer held multiple upstream operational and managerial roles in drilling operations, field development projects, new ventures and M&A activities with international assignments in Venezuela, Angola, UK and Indonesia.
Mr. Oumer is a graduate of the Ecole Centrale (French Engineering School) and holds a Master’s degree in Petroleum Engineering from the IFP School.
Mr. Julien Pouget has been appointed as head of Middle East North Africa region for TotalEnergies Exploration & Production on September 1st, 2023. Prior to this, he held the position of Senior Vice President Asia Pacific for Exploration & Production and Renewables, where he oversaw the oil and gas assets of the company as well as the development of renewables in the region.
Mr. Pouget previously served as Senior Vice President of the global renewables division of TotalEnergies from 2017 to 2021, and as CEO of TotalEnergies Renewables.
From 2014 to 2016, Mr. Pouget served as a senior advisor to the President of the Republic of France, initially responsible for industry, digital and economic matters. His responsibilities during this time included the oversight of the restructuring of the French nuclear industry.
Prior to his service to the President of France, Mr. Pouget spent six years in various positions at Alstom, including Vice President of the heat exchangers global product line, Vice President and General Manager of Asian nuclear activities based in China, and as project director for the Flamanville 3 EPR nuclear plant in France.
Mr. Pouget is a chief engineer of the Corps des Mines and a graduate of the Ecole Polytechnique.
Mr. Gregory Joffroy is Senior Vice President – LNG Business Unit – Gas, Renewables & Power Segment at TotalEnergies in Paris, France. His role sees him overseeing marketing, asset, business development and economic teams in support of implementing the company’s integrated strategy across the LNG value chain.
With more than two decades of experience in the oil and gas sector, Mr. Joffroy started his career with TotalEnergies in 1999, holding a number of roles across oil and gas exploration and reservoir engineering.
Between 2008 and 2020, Mr. Joffroy took on roles focusing on oil and gas field development, economy and strategy and oil and gas new ventures. In 2018, he was appointed Vice President – Merger & Acquisition – Finance Segment in Paris, France, assessing and negotiating corporate M&A opportunities in the oil and gas sector.
Mr. Joffroy was then appointed Vice President – Equity Crude Acquisition – Trading & Shipping Segment in 2020, based in Geneva Switzerland.
Mr. Joffroy holds a Master’s degree in Fluid Mechanics from INPG, Grenoble and a Master’s degree in Petroleum Economics from IFP School in Paris.
